And what happens if you do allow them, and then others - who disagree with that one side - make a similar declaration but they intend to go to the opposing side? Your economy would be shaken and the remaining population would riot because there are now fewer citizens to do the same amount of work. The precedents that would be set with your planet would affect the rest of the Neutral Alliance, and then we'd end up with yet one more contender in this war."
